That version/timestamp of IN25COB2 is not certified for COBOL 6.4.
Fix LU06405 ships a later version of IN25COB2 for COBOL 6.4 support where the timestamp is "06/27/2022 06.11"
Therefore it appears that the COBOL 6.4 PTFs are not applied.
