looping message found in ZOWE v3.2

Issue/Introduction

Upgraded Zowe from v3.1 to v3.2, and found the following messages being printed in ZOWE log, every 20/30 seconds, which weren't present before with version v3.1:

and this message every 1 minute or so:

Environment

ZOWE server v3.2

Resolution

In upcoming ZOWE release (ZOWE v3.3), all duplicated messages are removed, and GatewayInstanceInitializer messages will only be visible in DEBUG mode. 

Eureka-PeerNodes warning message is also removed from ZOWE v3.3.
