vmware-vcd service fails to start in VMware Cloud Director with "Please run the configure script first and then start the cell cloud director"

Issue/Introduction

A VMware Cloud Director cell will fail with the vmware-vcd service to start. In the /opt/vmware/vcloud-director/logs/cell-runtime.log there is a statement of:
"Please run the configure script first and then start the cell cloud director."
Checking the appliance-sync service and related logs we also find that the service fails to start as it can not find configuration files on the transfer directory.

In the VAMI of Cloud Director the database cluster shows "SSH Problem" and the failover mode is indeterminate. 

Environment

VMware Cloud Director 10.x

Cause

The NFS is currently inaccessible, had a network issue with the cells, or was shutdown preventing access to the transfer directory.

Resolution

Re-enable or turn on the NFS. Once there is network connectivity reboot the cells.
