Services fail to start up after reboot of VCHA vCenter

Issue/Introduction

After performing a planned or unplanned restart of a VCHA vCenter, services fail to start, UI is not accessable

UI error: [400] An error occurred while sending an authentication request to the vCenter Single Sign-On server - An error occurred when processing the metadata during vCenter Single Sign-On setup - Initialization failed.

vmon error (also look in vpxd-svcs for similar errors):  ERROR:  cannot execute CREATE SCHEMA in a read-only transaction

Environment

vCenter 8.0.x

Cause

vpostgres database had an error and started in read-only mode, preventing services from starting
