Unable to activate MON for a specific Network or VMs in HCX

Issue/Introduction
MON toggle switch missing from both the network level and the VM level.
NE HA group is in a degraded state
From Interconnect > Service Mesh > Appliances if we expand the active NE appliance and click on Network Extension Details, the list is empty. The same for the Undecided NE
From the browser's developers tools the response we get when we opening the Network extension page and it shows Undecided NE's as the pair in use.
Resolution
Recover NE HA pair to a healthy state:
Plan a maintenance window, as there may be an outage if the appliances are redeployed.
Navigate to Interconnect > Service Mesh > HA Management.
Select the Recover option at the bottom of the group card.
Restart HCX Manager app service and web service (Make sure there is no ongoing migrations before proceeding). How to restart HCX Manager services
