MUX project Financials tab error even if financial plans exist and both Department and Location has values.

Issue/Introduction

Receiving below message when navigating to a change request, then to the financials tab. Refreshing the page makes this message disappear.

You must associate this investment with an entity before a financial plan can be set up.

1. MUX Administration > Blueprints > Create a project blueprint.
2. Enable Properties Navigation for Changes, Risks and Issues.
3. Ensure Department and Location fields populated and cost plan exist on the project.
4. Create at least 1 Change Request and click to go into Change request properties.
5. Now click in Financials tab and observe "You must associate this investment with an entity before a financial plan can be set up." message.

Expected Results: The Financial Plans display
Actual Results: Error received: You must associate this investment with an entity before a financial plan can be set up

Resolution

This behavior is no longer reproducible in 16.3.3.
