Issue/Introduction

An additional control plane node VM is created even after trying to delete it.

Environment

Cause

kubectl get kubeadmcontrolplane -n namespace 
4 available, 3 ready, and only 2 updated replicas.

A rolling update or resync process was partially completed but unable to fully reconcile due to resource constraints. Full control plane rollout requires five IP addresses per node (three for the node itself, one for the VIP, and one floating). 

Resolution

We need to have the appropriate number of free IP addresses for the roll out restart to succeed.
