Unable to install cpe40-Cisco - Error:Mandatory layer blobs is missing!

Issue/Introduction

cpe40 package won't install after issuing below command:

app-hosting install appid appneta_cpe package usbflash1:pathview-cmp-16.3.0.57575.tar

Error:

ioxman: app-hosting: Install failed: Invalid Archive file: Unable to extract docker rootfs /usbflash1/pathview-cmp-16.3.0.57575.tar to /vol/usb1/caf/tmpExtractdr9i3etk/rootfs Error:Mandatory layer blobs is missing!

Cause

Potential issue with Cisco IOS XE Software, Version 17.06.04 and installing out docker package.

Resolution

Upgrade to Cisco IOS XE Software, Version 17.09.x or newer and retry install.
