Investment-Level % Complete Field Does Not Have a Validation

Issue/Introduction

Project % Complete field does not have a validation range and you can enter a value which is higher than 100%. 

Steps to Reproduce:

1. Create a project (or Custom Investment type) 
2. Create a task
3. At the task grid, add the % Complete field
4. Set the value to 150% or a negative value such as -40% 
5. The value is not saved and you get an error: PRJ-07231: Invalid number. Enter percent complete in the range of 0 to 100
6. Add the '% Complete' and '% Complete Method' field to the project grid
7. Find a Project that uses the 'Manual' method and set the value to 150% or a negative value such as -40%. 

Expected Results: The value should not get saved and a Toast message should appear: 'PRJ-07231: Invalid number. Enter percent complete in the range of 0 to 100.' 

Actual Results: You do not get a validation error and can save a 150% value or a negative (40%) value.
