Tamper protection exceptions not honored

Issue/Introduction

Tamper protection exception is not working as expected.

Environment

SEP 14.3 RU6

Cause

 When using the `[USER_PROFILE]` prefix in the Tamper Protection exception, the `LookupAccountSid()` WinAPI failed for some SIDs. This prevented some paths containing user profile prefix from being added to the Tamper exceptions, leading to exclusions not working as expected.

Resolution

Issue will be fixed in 14.4 version.
