Issue synchronizing users from Active Directory to VMware Identity Manager (vIDM)

Issue/Introduction

New users are not syncing to Aria Automation or vIDM. 
The following error appears when trying to sync the AD with the administrator user for the Bind User, and also logged in to vIDM with admin credentials:

"You don't have permission to perform this operation."

Environment

VMware Identity Manager 3.3.7

Cause

ACS Health shows "Error when connecting to the application" under the System Diagnostics.

Resolution

Please follow the steps for the KB: ACS Health - Application Deployment Status, has failure in the vIDM Health tab causing various errors at vIDM and Aria Automation layer
