This question and answer is part of the subject of changing settings on the 3rd party product  from the Ca Single Sign-On federation partnership side. 

Question: 

Why can't I change or find the Idle timeout and Maximum timeout settings in the Ca Single Sign-On federation partnership settings for a 3rd party product on the SP side?

Environment:  

Any environment.

Answer: 

There's no such parameter for Legacy Federation nor Federation Partnership configuration. The Idle timeout and Maximum timeout settings would be set on the 3rd party product side, not under the session settings in the realm or a place called Federation Partnership Idle timeout and Maximum timeout settings on the CA Single Sign-On side.
