Timesheet Rules are not working if timesheet has more than 20+ projects added

Issue/Introduction

STEPS TO REPRODUCE:

1. Login to Clarity Modern UX.
2. Staff a Resource to more than 20+ Projects. 
3. Naivgate to Administration -> Timesheets. Create a new Rule.
4. Under Time Entry Error Conditions set Where Time Entry Total is Not Equal to 0. Add another condition where investment select Type lookup and select any other object other than Project.
5. Navigate to Timesheets -> Open the timesheet for resource from Step 2.
6. Add more than 20+ Tasks from different projects.
7. Add 1 hour for each row on different dates.
8. Click on Submit.

Expected Results :- Since the total on each row is not 0, timesheet should be submitted
Actual Results :- Timesheet submission fails.
