CA DADS Plus for CICS RPL refresh fails with DP859 DATASET OPEN

Issue/Introduction
Problem:
I applied the CA DADS Plus for CICS CTS 5.2 fixes and reinstalled the SVC. When I attempt to change the DFHRPL concatenation using the DADS DFHRPL LIBRARIES REALLOCATION MENU the refresh fails with error message
DP859 DATASET OPEN.
I also see a DAL1 abend in the CICS log.

Cause:
The cause of the problem is SmartTest r 8.0 from vendor ASG . The current design of StartTest r 8.0 has an open DCB for their load library which is defined in the CICS DFHRPL concatenation. CA DADS cannot refresh the RPL due to this open. As a test once SmartTest was remove from the PLT the problem no longer occurred.
Resolution:
The current work around with CICS active is to turnoff SmartTest, refresh the RPL using CA DADS Plus and then to turn SmartTest back on. The ASG SmartTest development team is aware of this compatibility issue and SmartTest is being redesigned in release 8.1 to resolve this compatibility issue. Please contact ASG for additional information on release 8.1.
