RTEP tunnels down between sites in a Federated NSX environment.

Issue/Introduction
- RTEP Tunnels are down, degraded, or otherwise in a failed state.
- The Edge /var/log/syslog log reports duplicate IP's being detected and the IP referenced is the same as what the RTEP is configured with.

Cause
There is a duplicate IP address configured in the environment conflicting with the RTEP IP.
Resolution
- Find the owner of the MAC address referenced in the log print, in our example above
00:de:fb:##:##:##,and investigate that device further for why it is sending ARP's for the same IP address that the RTEP is configured with. - Reconfigure either the RTEP IP or the device with the duplicate IP, as appropriate, to remove the conflicting duplicate IP.
