After enabling MON, on-prem devices are sometimes unable to reach cloud VMs

Issue/Introduction

• When enabling MON, on-prem devices are unable to reach cloud VM's.
• Running "arp -a" on cloud VM within guest OS it shows VM ARP entry for GW IP is incomplete.
  • It is expected to see the default global NSX VDR MAC (02:50:56:56:44:52). 

Environment

VMware HCX (MON)

VMware NSX 4.x

Cause

• Cloud ESXi VDR is not responding to ARP request from cloud VM.

Resolution

• Reboot NSX Manager nodes one at a time.
