No Smarts services will start on a server

Issue/Introduction

Smarts services will not start using "sm_service start" command; Receive "<SYS>-ECONNREFUSED-Connection refused" error message.

Environment

All Supported Smarts version

Cause

The ic-serviced daemon is the Smarts "services" daemon, and must be started on the server for Smarts services to run.

Resolution

To resolve this issue, restart the ic-serviced daemon service by running the following command on the problem server:

/etc/init.d/ic-serviced start
