Issue/Introduction
The provisioning service fails to start after a system reboot with error code 21. "The device is not ready" in the Windows event log.
Environment
Identity Manager 14.5
Cause
System-level issue that causes the provisioning service not to be able to connect to remote DSAs during startup.
Resolution
Restart the provisioning server service after the system reboot.
