Tooltip says that post/preconditions are set but there are none

Issue/Introduction

Within the Task details of a Workflow, it says that the Task contains a post- or preconditions, even if it doesn't.
In AWI v21, if the jobs had no post- or preconditions populated, the tooltip correctly showed that there were none.
