VMware Aria Operations Chargeback plugin in Cloud Director - Unable to authenticate

Issue/Introduction

After publishing the Chargeback plugin to the desired tenants we see the Plugin showing Unable to Authenticate.

Environment

When logged in to Cloud Director with a System Administrator user account we see the issue above. 

Resolution

This is expected behavior System Administrators do not have access to the plugin. The plugin is on for the tenants and Organization Admins for the tenants. 

System Administrator users can access Aria Operations itself rather than through the plugin in Cloud Director.
