Trying to view performance charts as a standard user displays a "No performance data is available for the currently selected metrics" message
The users had the vStatsUser role and can see other charts
Administrator users were able to see the chart
The chart in question was an Advanced Performance chart, showing Network - Broadcast receives and type Stacked Graph per VM.

When looking at the target objects, the non-administrator user did not see the vCLS VM that the Administrator user sees.
The chart is trying to pull metrics for all VMs and is unable to for the vCLS VM(s)
The issue is related to KB 390642 that mentions the vCLS VMs aren't visible to users who aren't part of the Administrator group.
Setting the cluster to retreat mode (KB316514) removed the vCLS VMs allowing the chart to display the information as expected based on the KB above.
Adding users to the Administrator group and leaving the cluster in VCLS retreat mode isn't ideal.
The recommended workaround is to add the non-Administrator users to the vCLSAdmin group. This will give them visibility to the vCLS VMs, allowing the chart to load, and the additional access is restricted to the vCLS objects.
