You cannot save the changes after editing a CloudSOC user, the save button is greyed out.
If there is phone number in either the 6.Work Phone or 7.Cell Phone section, then this is an UI issue.
Symantec is aware of the issue and plans to address this in a future update.
Workaround the issue when an update to a user is required from CloudSOC.

You can pick the country code from the drop down, then the Save button will reappear:
The issue can occur during ADsync or the azure secrulet when a phone number is synchronized without a Country\Area code. The issue could also be addressed In CloudSOC with a user export to a CSV, set a area code or remove the phone number and re-import. However, a re-sync could re-introduce the problem for a user.
