It was observed in one of the customer's environment about the missing of JVMOptions.txt Post upgrade from R12.8 SP8 CR1.

Work Around Solution

Update the JVMOptions.txt  file available in the config directory of SiteMinder installation path with the new jar files version to start the policy server services properly.
