Cause
The host image profile acceptance level is set to "VMware Certified" and would not allow DELL PPDM tsdm (with "VMware Accepted" acceptance level) to be installed.
Resolution
In order to proceed with installation, change host image acceptance level from vSphere Client:
select the ESXi host from vSphere Client
choose "Configure" and then "Security Profile" under "System"
change "Acceptance level" from "VMware Certified" to the required Acceptance level
