Start Upgrade button grayed out after completing Pre-Checks

Issue/Introduction

Pre-Checks completed successfully, but the Start Upgrade button on the Edges upgrade step is gray and disabled.

Uploading a different .pub file will allow the pre-checks to start over, but uploading a .mub file will stall at 0% and not make progress.

Environment

VMware NSX-T Data Center

Cause

Upgrade components are out of sync and require a restart.
