MUX Notifications are not sent when using 'Add Staff' button

Issue/Introduction

A notification is not sent to the 'bell' notification center for a recipient when using the 'Add Staff' button inside a Project, Idea or CIT.  It works when using the '+' button on the Grid. 

Steps to Reproduce: 

1. Create a MUX Notification using the Target Object = Staff
2. Go to the Staff Module inside an investment to add a Resource using the '+' button
3. Check 'bell' notifications to confirm it is sent to the recipient (working as expected) 
4. Go to the Staff Module inside an investment to add a Resource using the 'Add Staff' button 
5. Check 'bell' notifications (not working)

Expected Results: Notification is sent to the recipient. 

Actual Results: Notification is not sent to the recipient.
