Cause

SYSPARMS PANLBFSZ parameter set to 8

Resolution

The SYSPARMS PANLBFSZ is set to 8 and that value is too low to manage 90x90 screens. Set PANLBFSZ to 16 or just remove it, as 16 is the default value.
