If you are simply trying to log into Aria Operations for Networks in the usual way using the "admin@local" account, and not in the middle of an upgrade, please review this documentation at User Account Locked After Failed Login Attempts
As the documentation says, after five consecutive failed login attempts, the system temporarily locks the account for 15 minutes.
Each subsequent failed login attempt adds an additional 15 minutes to the lockout duration.
If you keep trying to log in after the initial lockout, your account can get locked for a maximum of one day.
To be sure that the account will reset as it is designed to do following unsuccessful attempts, wait at least 24 hours after the most recent unsuccessful attempt before trying again.
Then, try one time, carefully typing the password that you believe to be correct.
If that is unsuccessful, carefully type the password that you believe to be correct into a text editor, making sure that the letters involved are entered in the correct case (upper vs lower), and then copy that text and paste it into the password field when requested.
If the above attempt remains unsuccessful, then the password can be reset using the procedure at How to update/change and reset password for GUI/SSH and CLI usernames in Aria Operations for Networks
