owls_fla_item_populate_su empty S.A appears in universe.log for watcher tasks

Issue/Introduction

The universe.log gets the following warning message when listing the launches via "uxlst fla" or "uxdlt fla" for Time Overrun Watcher launches. 

|WARN |X|IO |pid=p.t| owls_fla_item_populate_su | empty S.A

Nevertheless, there's no impact at all in the related commands and they work correctly.

Additionally, when displaying a Watcher launch in Time Overrun status, we can observe that "Submission account" field does not display any value, unlike for other Tasks that are not Watcher type.
