Backfilling historical month asset tags

Issue/Introduction

If an account that owns assets is in a Critical or Warning state (Missing asset tag permissions) then we will no longer collect their tags. Depending on how long the account is in this state, it can start impacting things like perspective asset allocation. 

Resolution

Enabling the cost allocation tags for the specific tag that's impacted can help us backfill perspective asset allocation. This can be done by following these steps https://docs.aws.amazon.com/awsaccountbilling/latest/aboutv2/cost-alloc-tags.html. After 24-48 hours, the perspective should backfill assets to groups.
