Add delay in alarm closure

Issue/Introduction

Currently there is not a way to delay the closing of an alarm.  User wants to manually close it thus giving his team time to investigate the restart, i.e. if it takes 5 days, 7 days, etc.... and then once the investigation is done, close the alarm.  

This would not be an auto close, rather a manual close
