Cannot generate a manual billing in embedded Chargeback

Issue/Introduction

After migrating chargeback 8.16 to aria operations 8.16.1  there is no possibility to manually generate billings in the operations manager tab. Previously there was such possibility when logged in VCD as tenant 

standalone version:

Due to change architecture between standalone and embedded application , Aria Operations become owner of bills creation . therefore bill creation  can be managed only on aria operation platform 

Aria Operations UI -> Cost -> Bills -> Generate Bill

Generating Bills in VMware Aria Operations
