Issue/Introduction

There has been an increase on in the runtime of the incremental Load DWH job.

There were no upgrades/patches scheduled before this date.

Although it does intermittently come back down to 40 to 50 minutes, it intermittently jumps and ranges from 130 to 200 minutes.

When changes are made to the cost plans, there is an increase in the incremental Load DWH runtime.

Cause

Based on the number of cost plans updated, the incremental Load DWH job will take time to run, 
however it used to run faster prior to a certain date and the number of updated cost plans has not varied or changed significantly
through processes/jobs updating plans in bulk.

Classic > Administration > General Settings > System Options > Data Warehouse Options >
checkmark 'Include only financial Plan of Record'

This does lower the runtime, however there is reporting surrounding all/submitted cost plans
and is not an option that can be set.

This is reported as DE171776 and is resolved in 16.3.3
