Data Center Security UMC console stopped loading

Issue/Introduction
The customer reported an issue that he is unable to access the UMC page.
The page is spinning, but not displaying the login window.
Re-installation of the DCS Management Server as tomcat-only has failed with error 404

Environment
DCS 6.9.x
Cause
Force Encryption was enabled on the SQL Server instance hosting DCS databases without modifying the DCS server.xml file to allow SSL-encrypted communication.
Resolution
The issue was resolved by disabling the Force Encryption Flag under Protocols for DCS Instance in SQL Server Configueration Manager.
A restart of the SQL server instance is required for the new settings to take effect.
