Staff Module Staffing Resource Dropdown Is Not Showing Column Headers

Issue/Introduction

Staff module Staffing Resource dropdown is not showing column headers.

Steps to Reproduce:

1. Navigate to Projects (Grid view) and expand the Manager dropdown.
2. While in the Projects (Grid view), open the details flyout for any project and expand the Manager dropdown.
3. Navigate to Staffing > Staff and expand the Staffing Resource dropdown.

Expected and Actual Results: For all three scenarios (1, 2, 3), headers are displayed at the top (such as "Full Name", "Resource ID" and/or "Role Name", when applicable, just below search box; then available values).

4. Open any project instance and navigate to the Staff module, expand the Staffing Resource dropdown.

Expected Results: Headers are displayed at the top (such as "Full Name", "Resource ID" and/or "Role Name", when applicable, just below search box; then available values.

Actual Results: Headers are not displayed in the dropdown.
