Steps to Reproduce: 

1. Create a Rally workspace with hundreds of projects

2. Run the Rally Adapter in Multiple Project mode

3. See the error

Expected Results: 

• The connector API call would be successful

Actual Results:

• Error: 414 Reason:  Request-URI Too Large Message
