Projected Monthly Cost in daily interval is inconsistent

Issue/Introduction

The Projected Monthly Cost measure does not match when looking with a Daily interval selected. Cost for the previous month is in line with the daily cost measure, but is inflated for the current month.

Resolution

This is working as designed for policy purposes. For the current month, we display the projected value for the entire month. However, for closed months, we show the actual cost. Since daily the granularity is available in the policy engine, it allows checking the projected cost for the month in a daily policy.
