This was a new ESA cluster and initially disks were added that were not ESA compatible. Disks were removed and replaced but configstore still retained information of these removed disks and this lead to vsan capacity reporting twice the available capacity.
To resolve the issue user should:
1. Run "configstorecli config current get -c vsan -g system -k host_config" to get list of all disks in configstore.
2. Compare disks in configstore with output from "esxcli vsan storagepool list" and identify the list of "removed" disks. Also confirm from idrac/ilo.
3. Remove these disks "esxcli vsan storage remove -u <UUID of the disk no longer present on host>"
4. Run configstorecli command again to verify the disk entry is indeed removed."configstorecli config current get -c vsan -g system -k host_config"
The total license capacity usage should now be correct and just report the available disks.
