Issue/Introduction

 TAS upgrade is failing with error 'ruby-buildpack' not found in release 'ruby-offline-buildpack'

Resolution

The issue is fixed by deleting the release and re-triggering the upgrade process. 

bosh delete-release ruby-offline-buildpack/1.10.32

bosh delete-release r-offline-buildpack/1.2.28
