Unable to create new VM using a non system administrator user on the secondary resource pool

Issue/Introduction

When attempting to create a new VM using a non-system administrator user, the VM is consistently deployed to the primary resource pool even though there is resource constraint. Whereas, while using a system administrator user, VMs are deployed in the secondary resource pool as expected.

 

Environment

VMware Cloud Director 10.x

Cause

This issue occurs due to a missing permission on the non system administrator user.

Resolution

To resolve the issue and enable proper resource pool selection for non-system administrator users, follow the below steps:

  1. Log in as a Provider Admin or System Admin.

  2. Go to the "Administration" tab in the side navigation.

  3. Open the "Right Bundles" sub-tab.

  4. Select the "Default Rights Bundle".

  5. Click Edit, then use the Filter to search for:
    "Edit VM CPU and Memory Reservation / Limit / Shares in all VDC types"

    Note: Without this permission, the system cannot load CPU configuration settings, which restricts the ability to select or deploy VMs to the primary resource pool.

  6. Select the right and save the changes.

  7. Publish the updated rights bundle to the appropriate organizations.

  8. Navigate to the relevant non-system administrator role and assign the newly added right.

  9. Verify that the non-system administrator user can now access and deploy to the primary resource pool.
