ConnectAll 3.8 upgrade - UI Slowness in Dashboard

Issue/Introduction

Steps to Reproduce: 

1. Attempt upgrade from 3.7.0.3 to 3.8.0 version with MSSQL Database
2. Complete the upgrade.

Actual Results: 
ConnectALL UI has become slow when navigating to Dashboard from any other screen.

Expected Results: 
There should not be any slowness after upgrade.

DE170948 fixed in ConnectALL 3.9 and ported back to 3.8.1 patch
