This issue occurred due to TCP 443 port blocked between the HCX Managers.
Verify that TCP port 443 is open in both directions between HCX manager appliances.
Check firewalls, ACLs or any network security appliances in between.
curl -k -v https://<HCX-Target-FQDN/IP>:443 --proxy <proxy-fqdn/ip>:<proxy-port>
