RESTAPI Receives rc=152 when attempting to connect to ESP.

Issue/Introduction

When trying to use ESP RESTAPI receiving error message 

WS8121E Command processor init has failed with rc=152   

Environment

Release : 12.0

Component : ESP WORKLOAD AUTOMATION

Resolution

rc=152 is coming from message 8121E and it means that CYBWS004 was not apf-authorized. Need to APF authorized the loadlib.
