Keyword exclusion for "PHI" in the subject is not working

Issue/Introduction

You configure a policy to detect various medical treatment and disease keywords.
You add a keyword exception to ignore "PHI" in the subject line of the email.
That exception is not working.
Examples on which the exception is failing:
PHI:ANYSTRING
PHI ANYSTRING
PHI-ANYSTRING

Resolution

Add an asterisk to the "PHI" exception to include the rest of the string.
The exception would be "PHI*" instead of just "PHI".
The asterisk wildcard will match on all the rest of the string after "PHI".
