Threshold coloring is not displayed in Resource Availability when availability is zero

Issue/Introduction

In the Staffing – Resource Availability portlet, when a resource's availability for a given time period is zero (0) but assignments exist within that same period, the cell value is not colored according to the configured threshold settings.

 

Steps To Reproduce:

1. Create a project with a one-year duration (e.g., 1 Jan 2025 – 31 Dec 2025).
2. Allocate a labor resource to the project.
3. Set the resource calendar to non-workday for the entire month of July 2025.
4. Create a task with the same duration as the project and assign the labor resource to the task.
5. On the Task – Assignments page, enter 40 hours of ETC (Estimate to Complete) for the resource.
6. In the Modern UX, navigate to User Profile Settings > General tab, and locate the Thresholds section.
7. Configure the following threshold parameters:
   • Set Over Allocation to 5%
   • Set Over Assignment to 5%
   • Set Over Color to Red
8. Navigate to the Staffing – Assignments by Resource page.
9. In the View Options panel, select ETC under the Assignments Display section.
10. In the Resource Availability portlet, filter for the resource assigned in Step 4 and review the data for July 2025.

Expected Results: The cell for July 2025 should be highlighted in Red, as the resource's assignment exceeds their available hours.

Actual Results: The cell for July 2025 is not highlighted and does not apply the configured threshold coloring.
