If permissions are correctly assigned and the issue persists only for a single user, consider the following steps:
Clear the browser's cache and cookies, then attempt to log in again.
If the problem remains unresolved, remove the user account and recreate it with the same role and permissions.
Please note that recreating a user account will result in loss of reports that were created using old user account.
