API-1003 : Could not find resource obaStaffs

Issue/Introduction

API-1003 error is thrown on any investment Staff module when there is a Pie Chart or Bar Chart Widget added and an investment exists on the system with no Staff members present.

STEPS TO REPRODUCE:

1. In MUX go to any project, idea, investment ...
2. Go to the Staff module
3. Widgets menu > Manage Widgets
4. Create a new Widget: Number Tile, Progress Ring and Target type and add the to the Staff view
5. Back to the Staff module and everything is OK
6. Create a new widget Pie Chart or Bar Chart type and add them to the view.
7. Go back to the Staff module

Expected Results: The Staff module to load with no error
Actual Results: The Staff module loads but an error Toast appears: API-1003 : Could not find resource obaStaffs
