The I/O Filter (named vmwarelwd), that is leveraged by data protection solutions like Dell EMC PowerProtect Backup to take Transparent Snapshots is in use.
Please check the affected VM custom attributes to validate if the VM is backed by a backup or any other solution.
For example below is for Dell EMC PowerProtect Backup.
To work around this issue, you must disable the lwd filter from the Dell EMC PowerProtect Backup and use VADP type of backup which will use Proxy but not the lwd filter.
Also selective vm's can be disabled from lwd filter by following the step number 2 from article: https://knowledge.broadcom.com/external/article?articleNumber=344906
