FDM 4.11 UI Could not create the Java Virtual Machine. Error: A fatal exception has occurred. Program will exit.

Issue/Introduction

We upgraded TDM Web from 4.10.267.0 to version 4.10.268.0 and FDM version from 4.10.1007.0 upgraded to version 4.11.163.0, but we are getting error to on FDM and unable to open the FDM application.

Error: Could not create the Java Virtual Machine.
Error: A fatal exception has occurred. Program will exit.

Uninstalling FDM and reinstalling doesn't help. 

Environment

FastDataMasker 4.11

Cause

When trying to run the java -version command from the FDM installation directory for the jre (C:\Program Files\Grid-Tools\FastDataMasker\jre\bin) we see the following error:

Picked up _JAVA_OPTIONS: -Xmx16384M

<JAVA_HOME>/lib/ext exists, extensions mechanism no longer supported; Use -classpath instead.

Comparing the C:\Program Files\Grid-Tools\FastDataMasker\jre directory with a working FDM 4.11.163.0 installation, we found there are many more files in the folder of the machine having the problem. The upgrade, and the uninstall, are not removing the older JRE files on this machine for some reason, and corrupting the installation of the new JRE. 

Resolution

To resolve the issue,

1. Uninstalled FDM
2. Rename the original C:\Program Files\Grid-Tools\FastDataMasker folder to FastDataMasker-old.
3. As admin, run a fresh installation of FDM

After the clean installation, we were able to launch the FDM UI.
