CA1 - CTSSYNC function show as PROTECT instead of SCRATCH

Issue/Introduction

CTSSYNC job, which syncs the status of tapes between CA1 TMS and the TS7700 tape library, is not correctly scratching the tapes which is causing the tape library cache to fill up.

After applying CARS2503 + LU16434 we are noticing an issue with CTSSYNC function show as PROTECT instead of SCRATCH.

Cause

When CTSSYNC is run with PARM=SYNC/SYNCTEST, TMSQSTS/CTSQSTS is called to obtain the status of the tape from
CA 1 (ACTIVE/SCRATCH), it is not returned correctly.
